I           Call To Order

President Sean Ambrose, called meeting to order at 9:30 am

Welcome New Officers

II         Approval of the Agenda

Eric Unruh made a motion to accept the agenda and Mary Beth Jones 2nd it.  The motion was passed.

III        Treasurer’s Report – Sandy Steele

*Audit was completely approved.

All-State budget proposal to raise state dues and increase the conference fee.  Deb French mad a motion to accept the treasurer’s report.  The motion was 2nd by Wendy Gray.  The motion was passed.

IV        Old business

Choir Vice-President, David Hurst

·        2007 Wyoming Ass-State Clinic was successful.  Thank you to the folks in Rock Springs for all their hard work.

·        Verbal Commitment from Ms. Judith A Willoughby, Oklahoma City University for 2008 choir conductor

·        Dr. Eric Unruh is stepping down as accompanist

·        Implementing alternate vocalize from year to year between “I love to sing” and scale pattern 8-5-3-1-3-5-8-5-3-1 for 2009 auditions.

·        August 1st is the Deadline for September publications

·        Reports to be a full page on board members

·        Campus notes from UW to be added

Band Vice-President, Chuck Brumbaugh

·        2008 All-State band director will be Dr. Robert Rumbelow from Columbus State University in Columbus, Georgia

·        Tentative Band Director for All-State 2009 is Dr. Andrew Boysen U of New Hampshire

·        Proposal to eliminate the memorization of scales

·        Ideas on how to get more students to audition for piccolo

Secondary Vice-President, Debbie Rose

·        All-State 2007 feedback statistics

·        Proposal to have 75 minute sessions with 15 minute break

·        With proposal, discussion of intercollegiate clinicians to be paid $100 for one session or two sessions for $200

·        New contract terms submitted to Sandy and Sean

·        2008 All-State possibilities in the works

Vice-President for Higher Education, Eric Unruh

·        Successful Intercollegiate All-State Choral Festival; special thanks to Jan Kliewer and Patrick Patton for organizational skills.  Looking for 100% participation from all community colleges and the university.

·        2007 Intercollegiate Band Festival was also a success.  Only one community college not participating therefore was not held accountable financially.

·        Casper College picked up the deficit

·        Special thanks to the WMEA for support and funding on Opening Night Host Concert

·        Total expenses incurred  $1922.06

·        Total income           $1800.00

·        Deficit        $122.06

·        No applications received for the Kuhn Scholarship for 2007-08. Proposal to discuss this with the WMEA Board

·        Recognition for services enhanced by annual Music Articulation Meeting, held in September with music executives from the university and state community colleges.  More communication and progress is a result of this meeting.

WMEA President-Elect, Wendy Gray

·        All-State 2007, 143 Vendor invitations submitted, 25 received back non-deliverable, and 26 confirmed

·        Revenues generated  $2,470.00 ($75 in late fees)

Participating vendors included, WHS All-State Marching, Sheridan College, Music T’s, Wyoming Music, Casper College, Grand Mesa Publications, Northwest College, Pat’s Music, Troopers Drum and Bugle Corps, The Pickin’ Palace, CB Music and Repair Guy, Western Wyoming College, U of Wyoming, Eckroth Music, Eastern Wyoming College, Central College, Conn-Selmer, Inc., RCI Software, Hill Music, Wyoming Tri-M, Patti DeWitt, Inc., JW Pepper and Son, Inc., Laramie College, US Marines and US Army Band.

Visits to Northwestern Division Conference in Portland may prove to bring a bigger number of exhibits to All-State 2008

Past-President, Deb French

·        Adjudication certification total at 2007 All-State 19 (new and re-certifying)

·        Cost of total  $170.00

·        Working on list of past and present certified adjudicators to be submitted at 2008 All-State

·        If certified and not adjudicated for 12 months, must pay $10 fee and recertify again

Northeast District President, Brent Rose

·        Successful Festival in Gillette

·        Some concerns about the size of the festival being too large, and one district hiring the adjudicators while another facilitating the festival.

·        Dates for upcoming school year:  October 1, 2007 Fall meeting and clinic selection in Gillette, also some time in October Junior High Clinic in Buffalo as well as Quad Clinic in Gillette.  Nov. 16-17 HS Honor Clinic in Casper, March West JH Festival in Tongue River, Central JH Festival in Douglas, and East JH Festival in Upton.  April 22-/23 HS Festival in Gillette.  Judges found by Crook County this year.

·        WMEA nominations go to Fame-Kimi Winkler from Casper nominated by Joan Kingsolver, Dist. Service-David Romtvedt from Buffalo nominated by Brent Rose, Meritorious Service-Tandem Prod. From Sheridan nominated by Chad Rose and Educator of the Year-Todd Kahler from Sundance nominated by Chad Rose

North Platte District President, Jeremy Huck

·        New taping site for All-State 2008 moved from Wheatland to Torrington

·        Successful HS Festival and re-districting still favored for the future.

·        Dates for upcoming school year:  October 1, 2007 MS Choir Festival in Wheatland, November 19/20 District Clinic in Wheatland, February 25 in Guernsey, April 10/11 District Music Festival in Torrington

North Big Horn Basin President, Morgan Grover

·        Successful HS Festival April 13th-14th

·        Upcoming events:  June 1st-2nd Wyoming Children’s Honor Choir in Cody

·        June 17-22nd Yellowstone Summer Music Camp at NWC

·        July 8-13th Yellowstone Jazz Camp NWC field camp

Retired Membership Chair, Greg Paulson

·        3 retirees and 8 ‘25’ years award for 2007

·        11 retirees and 18 ‘25’ years award for 2006

·        5 retirees and 9 ‘25’ years award for 2005

·        Would like names submitted to him by mid November for 2008

Music Industry Representative, Mary Beth Jones

·        Music stores added two new members at January meeting in Rock Springs; Pickin Palace in Rock Spring and Chris Marlowe in Cheyenne

·        Continuing of large majority of businesses advertising in the Windsong.  Thank you

·        Would like to return to members of Wyoming Music Industry to finish out appointed term, as she will be teaching in Cheyenne in the fall and no longer at Hill Music in Casper.

·        Special thanks to the WMEA Board and state music educators for support in election.

V         New Business

·        Fall WMEA meeting in Sheridan High School Saturday, September 8th.

·        2nd meeting January 20th

·        Proposal by Sean to move the final meeting to the 1st Saturday of June (June 7th).  Deb French made the motion and Brent Rose 2nd it.  Motion was passed

A)        Congratulations

            To Buffalo Ridge Elementary School for “Music in our Schools Month” recognition.  MaryAnn Fritz is the music teacher.

B)        Festival Adjudication Form Committee

·        Committee to discuss over the summer.  Volunteers are:  Sandy Steele, Marie Dickey and Chad Rose

·        Concerns:  Addition of Sight-Reading with added Rubric.  Standardizing the form across the state.  Review and adjustments to current form.

·        Developing a current list of certified adjudicators within last two years, compiled by Chuck Brumbaugh, to be kept on file at WHSAA office

C)        All-State Acceptance Notification

·        Suggested to send faxed list to each school first, &/or MENC members to be able to log into Webmaster with log in identification a day in advance.  Then official list sent out or posted on WHSAA website.

D)        All-State Auditions Changes

·        David Hurst – choir:  Current audition criteria does not tell proficiency of the student.  David suggested adding previously stated scale pattern, legato or not, quarter note rhythm pattern at tempo marking of mm 70.  Motion to change for 2008-audition process.  2nd by Gary Gasser.  Motion was passed.

·        Chuck Brumbaugh made a motion to eliminate memorization of scales.  ***

E)        MENCE National Convention

1)      Wyoming Groups Auditioned:  NWC Jazz Band and Lyman Choir

2)      Date: April 9-12th in Milwaukee

F)         WHSAA Re-districting

                 Waiting on Sandy’s notes from the meeting

 

                        Brent Rose made a motion to accept the re-districting and Jeremy Huck 2nd it.  There must be three reading from Activities Directors and Administrators as well.  So, Sandy Steele made a motion for the re-districting efforts to go through re-appropriation and will be amended to WHSAA, and Jeremy Huck 2nd it.  Sean will email Ron Laird to let him know which two districts will be most impacted.

**District presidents have done a good job in communicating own schools.

G)        All-State 2008                       

1)      Sheridan HS January, 20-22nd, 2008

2)      Hosted by Susie Schatz

3)      Conductors:  Band – Robert Rumbler

  Choir – Judith Willaby

4)      Clinics – proposed by Debbie Rose to have all consistent times of 75-minute sessions, beginning at 8:30 – 9:45, 10:00 – 11:15, 12:45 – 2:00, 2:15 – 3:30 and 3:45 – 5:00 on Day 1.  On Day 2 beginning session starts at 8:00 –9:30, 9:45 – 11:00, 1:45 – 3:00, 3:15 – 4:30.  Also, anyone who is helping set up or running auditions would be able to count that time in the credit hours.

5)      Registration fee to be increased to $40 for pre-registration and $60 for on-site.  Retired members are free, non-members is raised to $150 pre-registered and $180 on-site.  Adjusted rate for spouses, bus drivers, etc to flat rate of $50.  First year teachers are still free and banquet tickets remain at $20.  Gary Gasser made a motion to accept the fee increases, and it was 2nd by Brent Rose.  The motion was passed.

6)      Sean Ambrose proposed to give secondary Vice-Presidents $1,000.00 increase to work with making their total $4,000, and a total of $3,000 to elementary, for expenditures for clinicians, with a carry over of $1,000.00 for the next All-State.  Motion was made to accept the proposal and was 2nd by Wendy Gray.  The motion was passed.

 

H)        Other Items 

                        Collegiate group for All-State 2008 is Choir, 2009 will be orchestra.

1)      Comparative Report – enrollment is 40% for membership.  Compared to Montana whose enrollment is 450, Wyoming is at 421.

2)      An increase in the exhibitor’s fees for space to $80.00 for the 1st space, $70.00 for the 2nd and all additional space is at $50.00.  Motion was made by Gary Gasser to accept these fees and was 2nd by Wendy Gray.  The motion was passed.

3)      There are currently 10 taping sites.

Approval of Agenda

Marie added two items to the agenda.  1.  How many minutes a week do elementary students receive music and 2. Certification issues.

Approval of Minutes

Bob Mathews made a motion to approve the minutes of the executive board meeting on May 20, 2006, in Casper, WY.  Thane Yennie 2nd.  The motion passed.

Treasurer’s Report

  • Sandy Steele said that the report was not yet complete.  The books are balanced, though.
  • Sean asked that she email a completed report to everyone on the board next week.
  • Please remember to use the reimbursement forms to be reimbursed.
  • All-State packets are to be picked up at the meeting by the recording site chairmen.  She’ll mail to the chairmen that are not at the meeting.
  • Forms are also digitally made this year.
  • MENC raised dues to $93/yr.  Can pay dues on line at MENC.org
  • The web site did not launch on Sept. 8, 2006.  It will be up and running for all-state by mid-October
  • We officially got wyomea.org
  • We need board action on the use of credit cards at the all-state conference

q       The cheapest rate is Bank of the West

q       Visa and Mastercard take 3.2- 3.8%

q       American Express takes 4.5% plus a yearly fee

q       Diners Club takes 3.9%

q       Can apply for a organization package which would be less

o       Do we need to charge an additional fee for using a credit card?

o       Should we limit the types of cards we accept?

Bob Mathews made a motion that we do not pursue the use of credit cards.  Deb French 2nd.

Discussion on the motion

·        Cheyenne is going to paying for everything with credit cards

·        We are getting requests from districts to use credit cards

·        You need the card for on-line registration

·        It is a guaranteed payment.

·        We would have to adjust how bills are paid

·        We would hook-up a phone line at registration to accept credit cards.

·        Bookkeepers love credit cards.

The motion failed

David Hurst made a motion that we will use credit cards.  It was 2nd by Thane Yennie

  • We can only generate 1/5 of our income from the website
  • Vendors can advertise on the website

Marie Dickey made a motion that we allow advertisement on the web site and charge for the advertisements.  Wendy Gray 2nd

  • Must have executive board approval for links to the web site.  \
  • The links must be verified – Sandy will verify the links

Sean Ambrose made a motion that approval of a link is required before it is established on the web site.  Deb French 2nd

  • There is blanket approval for any education link.
  • David Brinkman will continue the list serve through 2006.

IRS

  • Sean would like to know the cost of having the person who audited the books come to the spring meeting.  Sandy will find out the cost.
  • Sandy is getting 2 credit cards to pay for organization expenses.

Raising fees for the All-State Conference

  • We charge $30.00 – the next lowest is $75.00
  • We will have discussion at the spring meeting about raising the fees.

Sean made a motion to accept the treasurer’s report.  It was 2nd by David Brinkman.  The motion passed!

Reports:

Wendy Gray, President Elect – The Les Parsons scholarship was given to a Cody student, Vernon Wards.  She is waiting for his grades to approve the scholarship.

Jeremy Huck, North Platte – Nothing new to report 

Deb French – She has enjoyed being President and getting to know the many people of WMEA.  She will be helping you re-certify for adjudication at All-State.

 Gary DeBolt – Tri M – There are 4 chapters of Tri M in the state, which is 200% better than last year.

Alan Dancer – Left home without report.

Eric Unruh – Higher Ed.   Bob Belser will contact the local people about rehearsal for the college band.  They will need to start Saturday at noon.  Can they rehearse in the gym?

Dave Brinkman will have Belser contact Vince Procter in Rock Springs.

Larry Munari – North Big Horn – Northwest College is very supportive with their various summer camps.

Bob Mathews – Orchestra Vice President – The orchestra director is Jim Rice.  Please check each audition for accuracy before sending it in for screening.

Jaxine Barhite- South East - They have a lot of new teachers this year.

David Hurst – Choir Vice President – WHSAA did not send the changes to the script.

It should read tempo, then pitch for sight-reading.

  • Dave needs to put the change out on the list serve
  • Every District President needs to forward to the choral people in their district.

There will be a session at All-State to discuss changing to scales for choir auditions.

He is look for a clinician for 2008.  (2008 is on the MLK Holiday weekend)

  • Email names of choir clinicians to Dave Hurst.

Trisha Nix – Elementary – Susan Ramsey from Tennessee will be the presenter for All-state.  Hal Leonard for Music Express will also be presenting.  Kim McCord is coming in 2008.

Chuck Brumbaugh – Band Vice President - Steve Bolstad is the All-State band director.  There is nothing in the handbook about the snare drum roll requirement.

Chuck had some questions about clinician arrangements.

  • Who does he contact for travel?  Diane Rodriquez
  • The clinicians make their own arrangements and WHSAA reimburses them.
  • The Host site sets up the lodging. (They have 15 rooms reserved at the Holiday Inn)
  • Can they fly in to Rock Springs? Yes.

Debbie Rose and Trisha Nix need to communicate to Leesa where the clinicians need to be picked up and when.

Joann Stevens – Membership – Nothing new to report.  She is writing a letter to new members in the state.  Mary Beth Jones says that everyone in the state will get the first Wind Song.

Thane Yennie – South Big Horn Basin – He included a directory of music teachers and their email addresses.

David Brinkman – Research Chair – There will be a research session at the convention. 

Not everyone in the state is on the list serve.  Just email him to get on.  There will be a blurb in the Wind Song about the list serve.  There is no membership requirement.

Jim Pryzgocki – Collegiate Membership – There will be a luncheon this year.  They are looking for a speaker for the luncheon. 

Sean advised Jim to communicate the housing issue to the collegiate membership.

Deb Rose – Secondary Vice President – She still has a lot to be confirmed with the secondary clinics.  The state is not even close to being competitive for clinician fees.  We need to find a way to increase the budget for this area. 

Debbie needs to know who the intercollegiate conductor is!  - Eric Unruh has the biography.

She needs more ideas for strings and choral workshops – Jim Pryzgocki has ideas for strings and David Hurst has ideas for choral.

Vince and Leesa are the contact persons that Debbie Rose and Trisha will go through.

Sean requested that a list of contact people be zapped to the board when it is complete.

Marie Dickey, Northeast DistrictThe NE district used different adjudication forms.  They are in her report.   They were included to generate a discussion, maybe at a later date!

All Northwest Performing Groups

There were only two groups that submitted tapes to represent Wyoming; The Lyman Choir and Cheyenne Youth Symphony.  We need to have more representation from our state. Consider turning in a tape next year.

CALENDAR Discussion

  • Why is a state level event allowed to be put on top of a district event?
  • Is FAA regulated by WHSAA?

·        Sean will find out if FAA is regulated by WHSAA

  • PAWS is now in April
  • The South East District moved their festival to Monday and Tuesday. Life is much easier.

Door Monitor at All-State – discussion

  • It is a problem that people are attending sessions without paying the fees.
  • Be a pain to check badges- but it is worth it!
  • Presenter checks for badges?  (Does not have time due to set-up, etc.)
  • We need to create a culture that you need a nametag to get into the sessions.
  • Have to wear a nametag in school; you need to have a tag in someone else’s school.
  • Will the presider have time?  No!
  • Alan will volunteer!
  • Can local folks help with the badge checking?
  • Can we choose a few sessions to try as a trial?

Deb French made a motion that we monitor  name badges at All-State.  Wendy Gray 2nd.

The motion passed – Eric Unruh was a nay vote.

All State Rotation

Mary Beth has been working with Parkway Plaza.  We don’t have enough info to continue the discussion of staying in one place and hiring it done.

Sheridan is the next site for All-State rotation.

We are not going to Riverton because there are not enough rooms, and they don’t want us.

Sandy Steele made a motion to remove Riverton from the rotation.  Marie Dickey 2nd.  The motion passed.

We need to discuss in the future the Powell/Cody rotation.  They are traditionally paired together.

That is why Sheridan is next.

If Casper comes up with a civic auditorium that is big enough for All-State, there will be a discussion about making Casper the permanent site.

SEAN WILL CONTACT  SHERIDAN ABOUT HAVING ALL-STATE THERE IN 2008!

WHSAA reports/forms/contracts

  • Sean brought them with him – Take what you need
  • Sean has talked to Diane about getting the form online
  • There is not a contract for clinic.  Sean says to make your own.
  • Sean has the current adjudication forms.

WMEA Stationary

  • Sean will not continue to have the stationary professionally printed.
  • Sean will send the stationary on the computer
  • Sandy will put it on the web site.

NFHS Conference

  • Sean will attend in November
  • He will bring back info about fees for clinicians to the January board meeting.

Sean will put info about All-Northwest Auditions on the list serve.

All-Northwest

  • Sean will attend the planning meeting next month
  • It will be in Portland, everything will be at the convention center.
  • Trisha says there will be a lot of good, elementary sessions.  Put it out to your districts.
  • There is an ongoing discussion about letting the NW MENC run their own district, instead of being run by the National MENC!

Festival Rules/Adjudicator Training and Procedures

Why do the All-Northwest Jazz Auditions have to buy the music?  It is no different than buying the book for other auditions.  It is probably a copyright issue.

Adjudication
  • Can the list of qualified adjudicators be posted by Diane on the web site?
  • Where is the video to train the adjudicator?  NE District can’t find theirs!
  • Can we correlate the elementary and adjudicator workshop, so that elementary can take the workshop?
  • Must recertify every 3 years and adjudicate at least once during the three years.
  • Mary Beth will get a list and forward to district presidents.
  • Are adjudicators that are certified in Montana also certified in WY?  Sean will call Diane and find out.

District Presidents email Sean if you can’t find the adjudicator training video.  Sean will get one for your district

An accompanist should not get an award for a person who is not a music educator.

The eligibility paragraph needs to be clearer.

All-State Organization

  • Trish needs an elementary go-to name from Rock Spring
  • Rock Springs pays for the Sunday night concert program.
  • WHSAA pays for the Gala concert program
  • The cost was $36/per student for 2006
  • Goal is to no exceed $40/per student for 2007
  • Sandy will send vitae/photos to Vince
  • If there are corrections for names – email the corrections only
  • Make sure that lists with students that make All-state are complete and accurate.

Vince asked if the rooms at WW College were acceptable.

  • Deb Rose and he will get together and decide how the rooms will be used.
  • They will try and put down floor mats in the gym.
  • Rock Springs will pick the audition rooms.
  • Rock Springs High School does not want All-State.  Western Wyoming College is bending over backwards to help us.

Deb French needs a room with a video monitor and desks.

Tuesday

  • General session will be in the Theatre if the choir is not rehearsing there.
  • There needs to be thought given to the rotation in the big gym.  Let Sean know as he creates the student’s schedule.
  • We need 6 classrooms for district meetings.
  • College classes will be in session on Tuesday.

Motel room shortages

  • District Presidents communicate to the high schools to get their rooms, NOW!  There are no rooms due to the oil/gas boom.
  • Try the Holiday Inn or Little America – No Educational Rates
  • Be prepared to pay more.
  • Things may ease off if permanent housing gets built.
  • If your school only has one student make All-State, you can try and room with a school that has 2 or 3 kids in a room
  • Communicate rooms/rates on the list serve.
  • Call back and try again to get a room.
Rock Springs has 15 rooms reserved.  Sean would like them to reserve 15 more!!!

Maybe teachers that can’t find rooms can stay with a host home in Rock Springs.

Marie made a motion to give Phil the Federation Award and Susan the Music Educator award.

She withdrew the motion, as Phil is not a high school teacher.

Dan Holroyd, - State Marching Chair.

  • The events center was rented out on the weekend traditionally set aside for state marching.
  • The marching festival will be at Natrona County High School’s Stadium- 
  • Oct 14, 2006 at 11:00 A.M.
  • This is also Wyoming’s Home Coming
  • District Presidents communicate the change to your districts

Sean would like the board’s permission to write a letter to the events center for disregarding the fact that state marching has been the same Saturday for 19 years.  He hopes that we can work together in the future.  The board agreed to have Sean write a letter.

Sean will send an official letter from WMEA!

The January 14, 2007, board meeting will start at 2:00 P.M. in Rock Springs.

Sean will contact Diane Knutsen to get an official offer from Sheridan.

Auditions

  • Pay attention – Make sure that the student has recorded their audition before they leave.
  • District Presidents monitor the auditions.
  • NO STUDENTS OR COLLEGE STUDENTS ARE TO BE TAPING AUDITIONS.
  • WMEA does not pay people who tape auditions.
  • Bob will follow up on the harp audition.

Thane Yennie made a motion to accept the minutes of the January 15, 2006, executive board meeting and Lisa Kuhlman 2nd.

Treasurer’s Report

Treasurer Sandy Steele proclaimed that, “We’re solvent”!

There were 287 people in attendance at this year’s conference.  Which was a relief since there were only 91 pre-registrations.  There were 17 first time attendees.

Sandy thanked all of the Laramie people for their help with the conference.

She encouraged everyone to ride the shuttles to the A&S Auditorium. 

Sandy will reprint the programs for students that were selected as alternates.  Make sure that you get their names spelled correctly to Sandy.

MENC Presentation

MENC Northwest Division President, Jim Rice gave a presentation called K.I.S.S.

(Keep it Simple Stupid)

Arts Council

1.  Milward Simpson is impressed with the work that music educators do in this state.

2.  Appreciates feedback – email is a good way to do this.

3.  They can ask for grant matching because of the matching donation from WMEA

4.  Arts Education Grants are due March 1.  You can download from the Arts Council website.

5.  Camilla will be glad to help you with a grant.

6.  Camilla wrote a grant for an Educator Exchange.  It will pay for 2 people to visit and observe each other. 

 

Announcements:

1.  Turn in UW  and State Dept. Credit forms at the concert.  They will not be accepted after that time.

2.  Please discuss the idea of having All-State in the same place every year in your district meetings.  – Bring the results to the May executive board meeting.

 

Dave Bellis – WHSASMB updates

1.  Scotland – 2006

2.  Hawaii- 2008  (this years 7th, 8th, 9th and 10th graders)

3.  China – summer of 2007 – post high school band  -  This year’s juniors, seniors and college freshman and sophomores)

4.  Will make a decision by May about the college groups.  They are thinking of having a wind ensemble and chamber choir.

5.  They may include Black Hills State and Chadron

 

Kevin Madigan

1.  Rock Springs All-State Feature group will be a band for the opening night concert.

2.  It can be a high school, junior high, elementary, jazz or small ensemble band

3.  Phi Beta Mu decides who is selected.

4. They would like to have a lot of people send an audition.  Last time they only had 1 band try out.

 

Procedure for Audition

1. Make a CD of 3 selections from this year.

2.  Send programs from the past 3 years.

3.  Tell whether it is a rehearsal or concert recording.

4.  Must be postmarked by April 14, 2006

5.  You will be notified by May 13, 2006

6.  Label the CD with the Name of the Group and the Conductor’s Name

CALL TO ORDER

President, Deb French, called the meeting of the WMEA Executive Board to order at 10:20 A.M.

APPROVAL OF AGENDA

Sandy Steele moved that the agenda be approved and Sean Ambrose seconded.

Kate McKeage made a motion that the board sends Kathy Clemens flowers.  It was 2nd by Jerrid Washburn and passed.  

Mary Beth Jones will take care of sending the flowers to Kathy.

The minutes were reviewed. Sandy Steel moved that the minutes be accepted and David Hurst seconded.

REPORTS

Deb French asked that everyone read the reports on his or her own.

Scheduling Concerns for All-State – Discussion

  • Anita Crider would like a room for everyone to attend the general session on Mon.
  • Sean suggested the library
  • Sandy said that they could open up the foreign language rooms, but they would be long and narrow.
  • Anita would like to move the start time for secondary teachers to 8:30 A.M., as many of them are auditioning students and cannot make sessions that start at 8:00 A.M.
  • Discussions were held about how long sessions could be; 60 minutes to 90 minutes were tossed around.
  • There was a concern that people taking the all-state for credit would have enough contact hours.

Sean made a motion that we eliminate the 8-9 A.M. session for secondary teachers, only.  Jerrid seconded.  The motion did not pass.

Continued discussion of session length and start times

  • Dave Hurst asked about doing part checks on Sunday – not possible, because not all schools can be at the site.
  • Jim Pryzgocki said that the present session lengths are good.  It would be possible to take away 5 minutes, but no more.
  • Anita said that we need to ask the clinicians how much time they need for their presentation.
  • Sandy wondered if 2, “90” minutes sessions would work on Monday morning?
  • Sean suggested the times of 8:30-10:00 and 10:15 –11:45.
  • Dave H. said that people would like to have time to observe the rehearsals.
  • Sandy said that they can only count 1 session for rehearsal observation.
  • How about 8:30-10:00

                         10:00-10:30- observation time – rehearsals will not break

                          10:30-11:45?

  • Kate suggested that you make 2 sessions out of the 90 minutes.
  • Jim would rather not have the 8:00 A.M. time.  Clinicians need to know how long they will be teaching
  • New suggestion by Sean; 8:30-9:45 – 1st session, 9:45-10:15 – Exhibits or Observe,

10:15-11:30- 2nd Session, 11:30-12:00- Exhibits or Observe.  (This is for secondary only)

  • Deb said that the Secondary that are not involved with auditions can go to the exhibits.
  • Anita doesn’t like the broken exhibits and observation times.
  • Sean proposed another choice – 8:30-10:00- first session, 10-10:30- Exhibits, 10:30-11:45 – 2nd session
  • Anita wants time to think.  She doesn’t need a motion.  She will come up with times, today.

 

The executive board is okay with the 8:30 A.M. start for secondary sessions.  Elementary will start at 8:00 A.M.

Additional needs for scheduling

  • The adjudication workshop will need 2 blocks of time.
  • They need to be back-to-back separation vocal from instrumental.

Pianist needed for All-State Band

  • Make sure that Band directors know that a pianist will be auditioned to play with the All-State Band.
  • Sean will put it on the list serve about piano auditions.
  • The pianist must be a member of their school, band, orchestra or choir.
  • Dave Hurst said taping sites must have a tuned piano.

Trisha Nix made a motion that the board absorbs the losses of returned checks.  Rich

seconded.  The motion passed.

Mary Beth Jones wondered if we can stop the schools, with outstanding balances, from auditioning?

Sean didn’t think that we could stop them from auditioning.

Dean Lorimer made a motion that schools with accounts that are not current can have students audition, but they cannot participate, in All-state, until the account is paid.  Sean seconded and the motion passed.

ALL-STATE TAPING

1.      It is preferred that taping sites put all like instruments or voice groupings on one CD, with a different track for each student. 

2.      Tapes must still be one student per tape

3.      You can also record individual CD’s.

4.      Let Deb know the number of  CD’s you need.

5.      Jerrid and Sean figured out that you need a minimum of 30 CD’s per taping site.  This will include like instruments and  voice groupings.  They also figured harp and piano.

6.      Wyoming needs to go to CD’s only.  All Northwest is requiring CD’s next year, as is ACDA.

 RECORDING OF THE GALA CONCERT

1.      Marie would like them to record from somewhere than the back of the auditorium.

2.      Davie wanted to know if we had an obligation to hire Jester Sound?   NO!

3.      Marie said that she had to ask them for a track list.

4.      Can we request a song list and info about the directors to be in the cover?

5.      Deb would like an email with possible alternatives, such as companies in Fort Collins or Denver, to record the concert.  (Soon)

6.      We do not need a letter telling Jester Sound that we are not contracting them this year.

ALL-STATE PHOTOS

1.      Howie Rockwell  will take them again.

2.      He gives money back to WMEA.

 OTHER CONCERNS

1.      Gala Concert – A&S Auditorium

·        Logistics nightmare for parking/loading – Will have to shuttle from

      Laramie HS

·        There will be some parking by the Education, Engineering and Geology Bldgs.

·        9th Street will have some parking, but will not hold 60 busses

·        May get Arena!

  2.      Host Night Concert – UW Fine Arts Auditorium

·        College group is 1/3 of the concert – need to submit a request to Sandy

a. Higher Ed VP communicates to Sandy the clinician’s name, what group is   performing and the set-up that is needed..

·        Who sends a letter to the chosen group telling them that they are performing on the host night concert?

a.       Deb said letter should come from ASTA.

b.      Jim said letter should come from WMEA board.

·        Bus Parking will be okay at Fine Arts.

·        Host site chair has the final say about the 1/3 host site portion of the concert.

·        The concert is broken down into; 1/3 Host site, 1/3 Collegiate and 1/3 chosen group.

 3.      Miscellaneous

·        Thane – kids need to be dismissed at the same time.  (We try, but clincians sometimes let them go early)

·        Sean  - choir will be visiting vendors when they are tearing down. (Dean – Vendor’s will stay while kids are shopping.)

·        Choir is first on the concert and first for dress rehearsal because of percussion equipment.

·        Sean wanted to know if choir go last to make for less tear down and set-up.

·        It was decided that the order will be Choir, Band, Orchestra.

·        Trish will send the equipment list for elementary to Sandy and Deb.

WIND SONG

1.      Make sure that all info for all-state is into Gary by, NOVEMBER 1, 2005!

2.      Can we change the August Wind Song deadline to August 15th or 20th?

a.       Probably not.  Only need a letter for the August letter telling about things that are planned, not a schedule. 

b.      Need a registration form, also.

 

How will teachers be notified of All-State Results?

1.      Larry would like every school that has kids audition get a hard copy of the All-State list. (Even if they don’t have anyone who made All-State)

2.      Sean would like to get everyone in the state on list serve.

3.      Kate said that they send everything electronic.  You must get rid of the paper to make it work.

 Larry Munari made a motion that WHSAA mail a copy of students selected to All-State to the same mailing of audition materials..Sean 2nd.  The motion passed.

  

OLD BUSINESS

1.      Host for 2007 All-State

·        Thane said that he had an email from Vince that Western Wy College would be willing to host the All-State.

·        Western Wyoming needs a facilities list and time line.  ( Sandy and Sean will send to them.  Sandy will have them go to the WHSAA handbook page on hosting music)

·        Western Wyoming needs to send an invitation to WMEA.  Need to Call Vince.
